Can 5 states get together to OK a grid?

FERC Commissioner Nora Brownell asked the comic question yesterday at the NEMA annual meeting.  That's like comparing the ultra-new, state-of-the-art controls at MISO (she's spent lots of time there) with the single black rotary phones used by a MISO member.  No names please, she said.  She was horrified that when LADWP cut the line and denied help in a crisis, that didn't break any local rules and the error still hasn't been fixed in her view.
