Commissioners Requesting More Information in Retail Electric Competition Inquiry

Two of the Commissioners have issued letters in the retail electric competition inquiry stating that more information is required for them to deliberate "'the most' important decision to face the Commission in more than a decade." Commissioner Brenda Burns said she would be inviting key stakeholders to the Commission this month to delve into issues in a more detailed manner. The meetings will be noticed. Commissioner Robert Burns issued a letter noting his disappointment that, "some of the interested parties and stakeholders have chosen to polarize the issues in a manner that, in my view, is not helpful for Commission consideration of these important issues." He noted the need for more detailed information that might be adduced from an evidentiary hearing that develops a full record for Commission consideration. Key issues that should be addressed include stranded cost recovery; capacity issues in Texas; impact on existing Arizona coal plants; costs and time associated with establishing an RTO/ISO; and impacts on residential pricing and service of moving to a competitive market model.
