 | 2014 Integrated Resources Plan Draft Scope and Meeting | |
| DEEP will be convening an informational meeting on the proposed scope of the 2014 Integrated Resource Plan (IRP), including the particular topics and issues that will be analyzed in the modeling and recommendations, as well as the proposed schedule for the 2014 IRP proceeding. The meeting will take place on September 11, 2013, at 9AM, in the Phoenix Auditorium at DEEP’s Hartford Office. Stakeholders may make oral comments on the proposed scope and schedule for the 2014 IRP and may also file written comments, which are due by September 19, 2013.  | Order on SOS Administrative Charge | |
| The Commission has decided to reverse the Proposed Order of the ALJ in the proceeding on the electric utilities' Standard Offer Service (SOS) administrative charge. The administrative charge is one component of the SOS price and currently includes a utility return component, an incremental costs component, uncollectibles, and an administrative adjustment component. The ALJ's Proposed Order would have eliminated the administrative charge and the return component and would have all SOS costs and revenues considered in the utilities' next rate case. Upon review, the Commission reversed the Proposed Order because, "we do not agree that the Administrative Charge should be eliminated at this time and we further find that it would not be appropriate to consider SOS issues in the Companies‟ future rate cases. Rate cases involve the examination of many complex distribution rate issues within a statutorily prescribed time frame." The Commission went on to say that, "we conclude that there is no point to reinventing the wheel and that SOS should continue to include some form of Administrative Charge, in addition to the purchased power costs, transmission charges and taxes, which are not at issue in this case. However, we also conclude that, based upon our review, the record has not been sufficiently developed to finalize Delmarva‟s or Pepco‟s Administrative Charges." Accordingly, the ALJ was charged with making a determination of the components of the administrative charge costs and rates for the utilities.
