NEM Summer Policy Conference

NEM's Summer Policy Conference will take place on August 21-23, 2012, in Chicago, Illinois. The Illinois Commerce Commission has confirmed that the entire Commission and its staff will participate and other top State Officials and Stakeholders will be invited. We are also pleased to inform you that the University Club has granted NEM permission to offer rooms at this exclusive Club on a first-come, first-served basis to our members subject to its code of conduct for guests at the Club. NAP CEO Brietbart Interview on Fox Business Network

He also discussed the explosive growth being realized in retail energy in the past three to five years and the significant savings being realized by consumers that shop for energy. Discount Power VP Interview on FoxCT

David Feldman, VP of Operations at Discount Power, recently appeared on FoxCT. Feldman explained the history of electric choice in Connecticut and the benefits to consumers of shopping. NEM Comments on Pepco POR Proposal

NEM filed comments on the Pepco's electric POR proposal. Pepco proposes that its DC POR program largely mirror the POR program it already has in place Maryland, subject to certain modifications some of which are significant. With respect to the timeframe for implementation, Pepco requests that it be permitted to implement POR in 2014. NEM noted its strong support for POR programs POR programs and the ability of such programs to lower costs for customers, utilities and competitive suppliers by avoiding unnecessary duplication of assets for which all customers have already paid. NEM urged the Commission not to approve the inclusion of a generic risk component in the discount rate. NEM also opposed Pepco’s proposal not to credit late payment fees against uncollectible expense. NEM also opposed Pepco's proposal to assess an additional charge to suppliers, in addition to the discount rate, in the event there are unrecovered costs associated with purchase of supplier receivables and an insufficient number of participating suppliers to support cost recovery. With regards to Pepco's proposal to delay implementation to 2014 to coincide with its new billing system, NEM urges the Commission to assign high priority to the implementation of the POR program in order to permit expeditious competitive market entry. Governor Signs S1925 on Solar Renewable Requirements

Governor Christie signed S1925 which accelerates the existing solar renewable portfolio requirement in the state. Of particular note is the disparate treatment between Basic Generation Service providers, that receive a temporary compliance exemption, and retail electric providers. S1925 provides an exemption for BGS provider contracts existing supply contracts from an increase in SRECs required. The incremental requirements that would have otherwise been imposed on the exempt providers are to be dsitributed over those providers until the existing contracts expire and the new requirement is imposed in a manner that is competitively neutral between BGS providers and retail suppliers.
