| PSEG submitted a proposed Basic Gas Supply Service (BGSS) rate filing with the Board. PSEG is requesting a reduction in its BGSS rate from the current $0.401235 cents per therm (including losses and SUT) to a proposed $0.339858 cents per therm (including losses and SUT) requested to become effective October 1, 2016, through September 30, 2017. PSEG also proposed a reduction in its Balancing Charge, for the cost of providing storage and peaking services, from the current $0.093827 per therm (including losses and SUT) to a proposed $0.090369 per therm (including losses and SUT). PSEG is also requesting a decrease in the Storage Inventory Carrying Charge. The proposed charge is $0.004680 per therm (excluding losses and SUT) for the balancing portion and $0.006945 per therm (excluding losses and SUT) for the commodity portion. PSEG notes that its proposed rates, "may be subject to self-implementing rate increases of up to 5% on the ensuing December 1st and February 1st." PSEG included with its filing a Gas Supply Plan for service to residential customers that includes its: gas procurement objectives; current and forecasted gas service requirements; projected sources of capacity; affiliate relationships/asset management; hedging plan and strategy; and capacity releases/off-system sales.
