NEM Summer Executive Committee Meeting

There will be a Summer NEM Executive Committee Policy Development & Planning Meeting at the Georgetown Club in Washington, DC on Thursday, July 28, 2011. The Agenda will include a review and discussion of NEM advocacy priorities for the remainder of the year. Members who are interested in volunteering for National, State or Regional Leadership roles within NEM for 2012, should contact headquarters at theiryour earliest convenience. 2012 BGS Schedule and PSEG 2011 BGS Compliance Tariff Filing

The Board adopted a schedule for the review of how to procure Basic Generation Service (BGS)Fixed Price (FP) and BGS-Commercial and Industrial Energy Pricing (CIEP) requirements for the period commencing June 1, 2012. The preliminary 2012 BGS schedule is as follows:

7/1/2011 - filing of proposals and/or modifications for BGS for the period beginning June 1, 2012
7/22/2011 - discovery request deadline
8/5/2011 - discovery response deadline
9/2/2011 - deadline for initial comments on all proposals
TBD - legislative-type hearing
TBD - public hearings
9/30/2011 - deadline for final comments
Mid-November 2011 - expected Board decision on BGS proposals
End of November 2011 - utility compliance filing
Mid-December 2011 - expected Board decision on compliance filing
February 2012 - procurement process for BGS supply requirements

Additionally, PSEG filed its 2011 BGS compliance tariff sheets for BGS-FP and BGS-CIEP service. The tariff sheets have an effective date of June 1, 2011.

Investigation of Retail Electricity Markets

The Commission issued an agenda for the en banc hearing on June 8, 2011, in its Investigation of Pennsylvania’s Retail Electricity Markets launched, “with the goal of making recommendations for improvements to ensure that a properly functioning and workable competitive retail electricity market exists in the state.” The Commission plans a two phase investigation. The first phase of the investigation is aimed at, “assess[ing] the status of the current retail market and explor[ing] what changes need to be made to allow customers to best realize the benefits of competition.” The second phase, “will examine and address how to best resolve the issues raised and implement the prudent changes identified based upon [the Commission’s] review of the comments received during the initial phase.”

The en banc hearing will take place at 1PM in Hearing Room 1 of the Commission's Harrisburg offices. The hearing will begin with an address by the Chairman of the Public Utility Commission of Texas. This will be followed by four panels: Advocates and Regulators; Electricity Markets Initiative; Electric Distribution Companies; and Electric Generation Suppliers.
